Do you plan to provide individual testimony on these bills? If so, would you like to share your position and reasoning? With all of of trying to cover so much ground I find it instructive to get the opionions of others as I work to formulate my own positions.
Hi Mike - I've written opinions on previous bills such as HB1405 (the affiliate tax), and proposed legislation as part of the tech caucus (e.g. the 5% price preference on IT contracts for local companies bidding on state contracts.) I haven't had a chance to review the SPIF bills in detail, and I'm not an expert on SPIFs or state sponsored / guaranteed capital formation approaches in general. I know enough to know its a complex topic :-). There are others in the caucus who are much more knowledgeable in this area and have studied similar efforts Iowa, Michigan, Oklahoma and Ohio. These people include Karl Fooks, David Watumull, Leighton Chong, Chenoa Farnsworth, Rob Robinson, etc. Active legislators in this area include Sen. Carol Fukunaga, Rep. Gene Ward and Rep. Angus McKelvey.
