Setting up an STTR with the University of Hawaii
My company recently finished executing on the subcontract to do an STTR with the UH. I found OTTED was quite knowledgeable and helpful. They have a form already on hand for the subcontracting. We modified a few minor terms and then just appended the scope of work agreed to with the PI from UH. There was minimal bureaucratic tangle to work through- OTTED was the only office of UH with which we interfaced. Has anyone else had recent STTR experience with UH?

Congrats! I know of a dozen local companies doing SBIR work, but you are the only one I know doing STTRs. Do they take significantly longer because of the involvement of three entities rather than two? Are they easier to land because fewer companies have a working relationship with a research institution?

Are STTRs are easier to land in Hawaii?...but in my opinion the UH and other qualified institutions should definitely make an effort to align with companies for doing STTR grant proposals (with 40% of the award going to the institution), not just the company taking the initiative to have a working relationship.
Historically the State of Hawaii did not offer matching funds for companies being awarded a Phase I STTR grant- only for SBIR- but that has now changed. Further motivation to do an STTR by the company. We found those matching funds (up to around $25,000 but I could be wrong) to be critical to attending conferences to promote the STTR effort or to covering IP filings (which are not allowable on the grant). Also bear in mind that SBIR and STTR award funds are likely insufficient to do worthy research and also recover the full indirect costs for the company, while the UH as subcontractor will likely insist on full cost recovery.
So Phase I is just a stepping stone to the Phase II, which gets into the real effort/outcomes for commercialization. Thus the upfront effort and risk- to have three entities involved for STTR and to have some sacrifice of cost recovery- may still be 'worth it'. We thought so since we are fortunate to be now negotiating the Phase II award!

Based on past experience, you are correct on both counts in general, though it depends on the funding agency as well. Don't know about UH.
