The recommendation in my blog at the commercialization stage is generally for physical product assembly at lower cost in the Philippines for shipping on Hawaii sales or licensing to Asian customers. There are also many Philippine firms eager to undertake software development as KPO outsourcing or direct as contract programming, but software products probably can be distributed online and would not need to be distributed by shipping. I did not find much evidence of capability for computer hardware development at this time, although there are some firms offering to undertake ICT engineering.
