Welcome Scott. What kind of website do you want to build? If its just for display (no functionality), many companies offer simple WYSIWYG template based builders. One example is Google Page Creator.

If you want a site with functionality (ecommerce, social networking, etc.) I suggest learning Ruby on Rails. RoR lets you build sites very quickly.
