The narrative you spoke of might require really good front-end skills (web design/art/etc) depending on what you want. I think the proper thing to do is probably to write up a post for the "Tech Jobs" forum here on TechHui and give as much information as you possibly can about what you'd like and you should find some people here who are interested -- or at least get some referrals.
The punchline here, though, is what you're probably looking for is a web developer.
