Which framework should I use?

I don't know whether it is the right place to post this question. I am working on a web based software project. The idea is to develop an employee management software like Skyprep. Which framework should I use for this project. The product should be able to handle thousands of users at a time. The database will be large as millions of records. Any suggestions?
