Request for Information – Small Database Development Project

I am an independent consultant based in Honolulu, and am currently helping a client with the requirements development and initial design of a small database system.  We are interested in hiring a local programmer to complete the development of this system and would like to know if your firm may be interested in bidding on this project, and if your firm may have the capability to complete the project.

 

The key requirements and the initial design (database fields, input screens, reports) of the system are already complete, so the overall
scope of the project would be to:


1.      Validate, revise and finalize the design.


2.      Complete the development of the system, including testing, implementation, documentation, and training.


3.      Optionally provide ongoing support and maintenance of the system.



We expect that this would be a relatively small and uncomplicated system that we estimate might take between 60-120 hours to complete and would primarily require a single developer.  After reviewing the following key requirements, please let me know if you are interested in bidding on this project and receiving more information.  A non-disclosure agreement will need to be signed prior to receiving more information.

 

If you are interested, please provide the following information:

 

1.      Contact information (Name, address, email, phone, and company website).


2.      Company background and history.

 

3.      Number of staff.

 

a.      Resume of programmer that would likely be staffed on this project.

 

4.      Recent client names for similar development projects completed within the last 5 years.

 

a.      Brief descriptions of those development projects.

 

5.      Optionally, a few references (Name, title, phone, brief description of project) for the most similar development projects completed within the last 5 years.


6.      Hourly rates.

 

Sampling of Key requirements:

 
  1. The system will be more of a data-mart oriented system, as opposed to a transaction-oriented system. 
  1. The number of records will typically be less than 10,000 records. 
  1. Then number of required fields is less than 200 fields.
  1. The number of reports will be less than 10. 
  1. The number of users will be less than 10. 
  1. The number of input screens will be less than 10. 
  1. The client-side interface needs to be a thin-client, web interface that is compatible with Mozilla Firefox and Apple Safari, and useable via the Internet. 
  1. Optionally, the system will need to be useable from an iPhone. 
  1. Some of the key data sources are public websites and data will need to be ‘scraped’ from those websites, validated and then imported into the database.  Other data will be manually entered into the system. 
  1. The number of web-based data sources is 9. 
  1. The client doesn’t have a preference for any particular database technology or programming platform, however, they currently own Access 2007. 
    They are opened to recommendations though and will consider
    utilizing open-source database, programming platforms, or server
    technologies (i.e. Linux), or any other appropriate technologies.
     

  1. There will be limited data conversion from existing Excel spreadsheets (less than 1000 records). 

Other Requirements:

 
  1. The client will own all source code. 
  1. The client will only hire a programmer who is locally based on Oahu and available to work on-site at the client site (located on the windward side).
  1. The programmer (and any subcontractors) will be required to sign a non-disclosure agreement.
