Scientific Information Technology Program Manager

Clancy Environmental Consultants, Inc. is currently seeking a Program Manager with experience in the development and maintenance of a scientific information management system. Experience in one or more of these disciplines is desirable: oceanography, marine biology, ecology, biological data management, natural resource management, and/or field monitoring. Demonstrated ability to manage and mentor a professional staff is required. Experience managing a professional team in a government contract situation is also desirable.

The position is based in Honolulu, HI and will support the development of information systems and data analyses to support the Papahānaumokuākea Marine National Monument (the Monument). The Monument is managed jointly by three co-trustees, the Departments of Commerce and the Interior, in conjunction with the State of Hawai‘i, and represents a cooperative conservation approach to protecting the entire ecosystem. The monument area includes the Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve, the Midway Atoll National Wildlife Refuge/Battle of Midway National Memorial, the Hawaiian Islands National Wildlife Refuge, the Hawai‘i State Seabird Sanctuary at Kure Atoll, and Northwestern Hawaiian Islands State Marine Refuge.
The monument is the single largest conservation area under the U.S. flag. (For more information about the monument, see http://hawaiireef.noaa.gov/.)

The successful candidate will have an advanced degree in information technology or related science and at least 5 years of experience managing a technical multidisciplinary team. Strong background in wide area networking, communication and data exchange protocols is required. Experience with development of web based information systems and web based user interfaces is required (ASP.NET, JSP/Servlet, etc.). Expertise in design and implementation of distributed information systems for data mining and data warehousing is desirable. The successful candidate will have demonstrated capabilities in program and project management including the ability to track complex programs using project management software (i.e., Microsoft project). The successful candidate will not only manage a multidisciplinary team but will also need to interact with other senior managers to identify opportunities for collaboration and sharing of resources. Experience dealing with federal and state information technology standards is desirable. Strong interpersonal skills, and ability to represent the background and progress of the project to diverse audiences will be critical to succeeding in this position. Salary will be commensurate with degree and years of experience. Compensation will include a benefits package including medical insurance, vacation and holidays.

In lieu of a Master’s degree candidates with a bachelor’s degree and 15 years of experience will be considered.
