A few days back, I read this interesting article on Techcrunch about startups in Boulder, CO holding a job fair together. I am inclined to think such collaboration can only increase in future. From your description I think you are an idealist. (Welcome to the club.)
One challenge that's common to every collalborative community is that everyone is neither incentivised nor likely to contribute equally to the success of the community. Some will always look to game the system (hence spam and like behavior.)
If you haven't read it, this article (from long ago) might be helpful. Also there are certain roles that help communities develop, like tech support (how the system works), cybrarians (where to find things), et al. Since you're in stealth mode...
BTW - Love the name "NetworkChord".
