I find it ironic that HTDC is asking multiple paper copies be submitted.

It sounds ironic, but it's only to ensure that committee members have the same contents in their packet to review. Only the vendor would really know that.

Look for posting #RFP-11-001-HTDC and from here you can download the RFP and Addendum #1 that contains all Q&A.
