This is a troubling development for a state that claims to be trying to nurture local tech sector business. It's no secret a lot of people on multiple mainlands want to move and work in Hawaii. But to funnel local state tax dollars to nonresidents that are living on a mainland and hoping for it to develop into something so they can move to Hawaii is just wrong. All this is doing is perpetuating the perception that Hawaiians can't do anything for themselves and gladly pay top dollar for mainland expertise. Civil Beat needs to investigate this more, there is a very strange money transfer going from state tax coffers to nonprofits to private corporations.
